On land, at sea, in the clouds, and even in space, battles erupt between toys. Your troops need your tactical prowess to lead them to victory. Your mission? To reach enemy headquarters first or control more territory than your opponent. During your turn in Toy Battle, you either draw two toy troops or place a troop on the board and apply its effect. When placing a troop, you can place it on an empty base, a base you already control, a base the enemy controls but with a troop of a lower value than the troop you place, or on the enemy's headquarters. However, in all cases, you must place the troop on a location that has an uninterrupted path to your own headquarters via bases you occupy—that is, where your troop is located. If you occupy bases that form an uninterrupted path around a region, you claim the medals within that region. (You do not lose these medals if the enemy later occupies one of these bases.) The game ends when you occupy your opponent's headquarters or win the required number of medals, depending on the current board. If a player cannot draw or place a troop, the game ends, and the player with the most medals wins.

Each hand of cards represents a convoy of experts and equipment traveling between the players' outposts, giving the player the choice of one new structure each turn. In a new twist on the genre, each hand always contains a card that grants a special free action each turn before being given to the next player. In the three different eras of the game, players compete for majority control in 5 aspects of their bases: housing, transportation, science, industry, and food production. At the end of each era, the leader collects bonus victory points in each of these areas.
